The 'brutal' new general leading Putin's war

There's been a horrifying turn in the war in Ukraine this week, with Russia targeting civilians in the capital Kyiv, and in a string of other major cities.  It's likely an order that came from the president, Vladimir Putin, but it was executed by a new military commander, Sergei Surovikin, known for his brutality.  Today, retired Australian army major general and military strategist, Mick Ryan, on the changing face of the conflict.
