General Mohamed Hamdan “Hemeti” Dagolo signed the agreement on behalf of the military. He has been described as the most powerful person in Sudan and is the leader of the heavily armed, well equipped Rapid Support Forces. They have been accused of killing or injuring hundreds of civilians during protests in June and July.
