Banning e-scooters, WTF is OCR, restaurant booking fees

Paris has banned rental e-scooters, so should we follow suit in the name of safety? Plus if you don't have a clue what the OCR is, we'll explain and tell you why it matters even if you don't have a mortgage. Also, what's up with restaurants charging booking fees all of a sudden?
