South of Sacramento, a senator’s palatial mansion on a hill is famous for fund raisers and grand parties and where Christmas lights can be seen for miles. Great pressure and political favors surround his young son David, who rides in a limousine to a private school but admires the teenage Annie who waits at a school bus stop with her brother. Only once does he have an excuse to stop and talk to them and only because her scarf flies across in the wind to tangle with the wipers of his limo, the first of several tiny miracles. From then on, trouble surrounds the adult David’s being groomed for his retiring father’s senate seat. Wealthy Desmonds push their money and daughter on him. Discovering the adult Annie, who works in her disabled mother’s store, dates his lawyer Howard Lasky, David finds unspoken love as painful as politics. A dreaded political reporter’s snapshot of David and Annie, dancing close in a near kiss, hits the newspaper and shocks his family and the Desmonds, causing a political uproar. Believing Annie will marry Howard Lasky, David is resigned to political action committees in D..C. until he gets a phone call from Howard that his proposal was rejected. Considering it another miracle, and to his mother’s outrage, David quits, goes to California, marries Annie and moves to Montana to raise horses, cattle and children, with her mother and the reporter married and living with them, and his retired father a frequent visitor.
