What are the mysterious drones in the US skies?

For weeks now, mysterious lights have been spotted in the night skies above New Jersey, sparking a wave of speculation and unease.  Eyewitnesses describe seeing clusters of lights, moving in formations that resemble drones, however many Government departments have dismissed the concern.
