What does Kyle Dubas mean by this?

The standard seems different for the Penguins now with Kyle Dubas trying to add young pieces and willing to take on contracts. Dubas doesn't really believe the Penguins are contenders. Lars Ellar and Riley Smith are still here. It screams 'contender' in the Penguins mind, but it doesn't seem like it at all according to Dubas.
