Who's to blame if the Pirates don't strengthen the roster?

We hear Bob Nightingale throw cold water on the idea the Pirates could add at the deadline. Ben Cherington said 'you have to be comfortable saying no.' We're frustrated with both Nutting and Cherington failing to greenlight anything and they both have different reasons to be blamed.
