#51: Systems, not (just) People

Tupac Shakur once said the police are "the biggest gang in New York City." He was right. They are actually the biggest gang in the country. That might not be a bad thing (as Tupac also pointed out). There are ways to make sure that "gang" has society's best interests in mind, and that individual actions conform to that goal.
