Does the Swedish interim report on government agencies' IT operations go against EDPB?

There are a couple of extremely important assessments in that report that seems to go against the assessments and statements made by the supervisory authorities. We need to talk about this. Background: Last week the interim report on government agencies' IT operations was published by by The Swedish Government Official Reports. In short, their mission is to “create better conditions for access by public administration to secure and cost-effective IT operations"  According to the mission statement, the better conditions are to be accomplished "either through coordinated central government IT operations or through clearer legal conditions for being able to engage private suppliers of IT operations”. The interim report that has now been published, focuses on "clearer legal conditions for being able to engage private suppliers of IT operations”.
