Crisis after crisis reveal the instability of Dual Power, as the masses grow increasingly distrustful of of both. The masses refuse to lay down their arms and submit to a bourgeois government, while growing frustrated with the collaboration between the Soviet leaders and bourgeois government, the latter of which intends to launch another offensive.
